The Street Excellence Framework (SEF) is a development of the EFQM Excellence Model but in a simplified form that provides a self-assessment tool for local government and others to:

• Evaluate current practice and performance;
• Monitor and provide a comparison over time and place; and
• Identify actions to remedy gaps and improve performance.

It requires and enables a partnership approach to be developed for the management and maintenance of streets and public places, whether these are town centre, residential or commercial in nature. Addison & Associates and Aniscon Consulting have developed a process through which local authorities and other stakeholders can apply the principles of total quality management to the street scene.
